I'd like to be able to open / close local, especially when there are 100s of people in the system spamming local (Jita, Goons). That would allow anyone who dislike local to make it go away as well, and those who like local to keep it.

Cybernetics V makes a good place to put your learning skillpoints after Dec 14th, if you don't want to train it up or have Per and Will maxed. The 100 million to 500 million price tag for most of these implants might be more of a problem.
